Kids and their cars. I hope she wasn’t drag racing. Did Trooper Mike find any sippy cups in the vehicle during the investigation?

No drag racing unless you mean dragging her feet underneath the car, those little push cars are notorious for getting your feet caught.
Upon further review of the photo, I see that the Trooper was only checking to see if all was alright and probably called AAA for roadside assistance.
If a ticket had been in order, I’m sure Trooper Mike is no match for Eva’s charm.
